Peter Kell is Director-Designate at Halcyon Power and Chief Operating Officer (NZ) at Obayashi Corporation, bringing extensive experience in international policy, economic diplomacy, and energy transition from his career with New Zealand’s Ministry of Foreign Affairs and Trade (MFAT).

He has played a key role in advancing New Zealand’s transition to a more secure, resilient, and low-emissions energy system, with a strong focus on reducing reliance on imported fuels through the development of domestic capability and trusted international energy partnerships. This includes involvement in initiatives such as the Japan–New Zealand green hydrogen corridor, supporting long-term energy security and supply chain resilience.

Peter has held senior diplomatic roles as Ambassador to the Philippines and Deputy Head of Mission to Japan, where he helped position hydrogen and renewable energy as strategic priorities in New Zealand’s international engagement.

He brings deep expertise in how governments and industry collaborate, with a strong track record of leading cross-agency initiatives and delivering practical outcomes, alongside a global perspective shaped by experience across Asia, Europe, and the Pacific.
