Supporting the progression and uptake of low emission hydrogen in New Zealand


The New Zealand Hydrogen Council was formed in September 2018 by private and public sector organisations with seed funding from the Ministry of Business, Innovation and Employment to support the progression and uptake of low emission hydrogen in New Zealand.

We are New Zealand’s leading hydrogen agency. We are an intrinsic part of New Zealand’s emerging hydrogen industry as well as an important link to the opportunities that are evolving globally.

There is now almost unanimous recognition amongst the world’s leading economies that hydrogen will play a significant role in delivering deep decarbonisation of mobility, industry and buildings and it will also enable a global renewable energy production and distribution system. 

As the world grapples with reducing its reliance on fossil fuels, unprecedented international investment is occurring in hydrogen by private sector organisations, research institutions and governments.  With such an important contribution to make in decarbonising the global energy system, it is inevitable that an increase in the deployment of large-scale hydrogen infrastructure will follow.

Consultation on the Interim Hydrogen Roadmap

The Government committed to developing a Hydrogen Roadmap as part of its Emissions Reduction Plan in 2022. The Roadmap will outline the Government’s position on the future role of hydrogen and set out the pathway for establishing a hydrogen industry that will support the transition to net zero 2050.

MBIE sought feedback on the Interim Hydrogen Roadmap, which is available here. Consultation on the Roadmap was open for submissions until 2 November 2023.

The feedback received will be used to develop the final Hydrogen Roadmap, which will be finalised alongside the New Zealand Energy Strategy in 2024.

Regional Hydrogen Transition Webinar

As New Zealand’s leading Hydrogen Agency, the New Zealand Hydrogen Council was delighted to support the Ministry of Business, Innovation & Employment (MBIE) to co-host the Regional Hydrogen Transition Stakeholder Engagement Webinar, which was held from 10:00 a.m. to 11:30 a.m. on Friday 18 August 2023.

The Regional Hydrogen Transition Draft Technical Paper was released in July 2023. It sets out in detail the way in which the rebate scheme will be delivered, including eligibility criteria and timelines. Feedback has closed and the programme design is now being finalised.

MBIE are now working to finalise the policy design with the intention of launching the initiative early next year. While the formal consultation process has now closed, you can still email JustTransitions@mbie.govt.nz to register your interest in the programme. .

IEA Clean Energy Market Monitor - March 2024

World hydrogen electrolyser capacity additions grew by 360% in 2023, according to the IEA's new report, The Clean Energy Market Monitor, aims to fill a gap by providing a timely, concise and up-to-date overview of clean energy deployment for 2023 for a selected group of technologies, including hydrogen electrolysers.

IEA Global Hydrogen Review

The Global Hydrogen Review is an annual publication by the International Energy Agency that tracks hydrogen production and demand worldwide, as well as progress in critical areas such as infrastructure development, trade, policy, regulation, investments and innovation.

This year’s report includes a focus on demand creation for low-emission hydrogen.

New Zealand Hydrogen Aviation Consortium

Airbus, Air NZ and others join forces to launch green hydrogen aviation

The New Zealand Hydrogen Aviation Consortium has put forward a plan that would see liquid hydrogen-fuelled aircraft flying New Zealand's domestic routes.

The Consortium said the shift to hydrogen power would remove up to 900,000 tonnes of carbon emissions every year by 2050.

They have released a report, Launching Green Hydrogen Powered Aviation in Aotearoa New Zealand, examining the hydrogen supply chain, measuring how much would be needed and developing a blueprint to transition to a green hydrogen aviation system.

Hydrogen safety standards review

In May 2023 Standards New Zealand completed its Hydrogen Standards Review on behalf of WorkSafe-Energy Safety, which is New Zealand’s workplace health and safety regulator.

The three year work programme involved a comprehensive review of a suite of New Zealand, joint and international technical safety standards that cover the production, distribution and use of hydrogen.

H2 2 ZERO Summit 2023

A huge thank you to all of you that attended the H2 2 ZERO Summit 2023, which took place on 7 & 8 September at the wonderful Tākina Exhibition & Convention Centre in Wellington and online.

The level of support from Hydrogen Council Members was fantastic once again, and without it, particularly in the form of sponsorship, delivering a successful high calibre international hydrogen industry conference in New Zealand would not be achievable.

The Summit included 52 leading industry speakers from around the world and Aotearoa New Zealand representing over 40 organisations from the U.S.A., U.K., Germany, France, Singapore, Japan and Australia providing Keynote Addresses and Plenary Sessions to across the two day Summit.
